The Italian insurance supervisory authority, IVASS, has established March 31, 2025 as the deadline by which life insurance companies must electronically submit data on payments related to dormant policies through the Infostat platform. This requirement, communicated in a notice dated February 12, 2024, formalizes the new reporting procedures outlined in IVASS’s Market Letter of January 25, 2024.
The initiative is part of IVASS’s broader efforts to enhance monitoring and transparency in the life insurance sector, particularly in relation to policies that have remained unclaimed or inactive over time.
Registration Required for First-Time Infostat Users
Insurance undertakings that have never operated through the Infostat platform are required to complete a registration process before submitting data. This involves visiting the official portal (http://infostat-IVASS.bancaditalia.it) and sending a completed accreditation form via Certified Electronic Mail (PEC) to:studi.gestionedati@pec.ivass.it, with the subject line: “Infostat – request for POLDO survey authorization”.
Failure to register in a timely manner may result in an inability to comply with the reporting obligation within the prescribed timeframe.
Annual Verification of Deaths Through ANPR
In a related regulatory development, IVASS reminds insurers of their obligation to verify, at least once a year, the death of insured person with active life insurance coverage. This verification must be conducted through the National Register of Resident Population (ANPR), accessed via the National Digital Data Platform (PDND).
This obligation is grounded in Article 3, paragraph 1-quinquies of Presidential Decree No. 1161/2007, as amended by Decree-Law No. 119/2018, and is reinforced by IVASS Regulation No. 44/2019.
To access the ANPR system, companies must:
- Register with the PDND using a PEC address;
- Accept the applicable terms and technical guidelines;
- Request access to the designated e-service:
